Ethiopia’s Gilgel Gibe III dam being build on the Oromo River threatens to permanently change the ecosystem around Lake Turkana in Northern Kenya, cause population dislocations and unleash waves of violence.

The risks from a poorly conceived mega-dam could damage the reputations of both Ethiopia and Kenya as favorable business destinations.

The African Development Bank’s recent decision to help fund the building of the dam is puzzling because the decision appears to have been taken without regard to risks, impacts, or the technical feasibility of the project. Ethiopia’s previous two attempts at dam building have both experienced major technical failures, forcing a redesign at Gibe II after a tunnel collapse and reduced power output from the Chinese built Tekeze dam.

A new study of Ethiopia’s Gilgel Gibe III raises troubling questions about the technical feasibility of what could become the world’s tallest rock filled dam with a concrete liner. Engineering questions raised by the study include structural stability and the monitoring systems put into place to detect shifting of the structure under pressures from the 150 kilometer artificial lake being created behind the 240 meter tall dam.

The study reveals that computers at the Ethiopian Electric Power Corporation (EEPCo) have been breached by the Chinese, who are using the EEPCo website to distribute ‘Silent love China’ Trojan attacks that attempt to collect passwords from website visitors. The Addis Chamber of Commerce has also been breached and is distributing Trojans from its website, using a JavaScript vulnerability.

Gibe III Dam Feasibility Study and Lake Turkana

As the study’s author, I believe Ethiopia should build more dams, but do so properly and in line with generally accepted project management, procurement and environmental principles. Smaller dams are cheaper, less risky and have less impact than poorly thought out mega-projects. They also pose less risk to neighboring countries.
